Position Title: Contracts Specialist

Employment Term: 2 years Contract

- For 2027: to lead the delivery of Frame Contracts and Technical Service Agreements (TSA) in accordance with the priority as set by BFI in the shortest lead time with the commercial advantage to BFI.
- To support the delivery of tenders/contracts for 2028 TA and other tenders as assigned, in the shortest lead time with the commercial advantage to BFI.
- To co-lead the delivery 2028 contracting strategy, including any synergy identified for the 2028 tenders.
- To arrange regular coaching sessions (at least once a month) for Procurement and Contract Management teams, with the main focus to enhance their core skills, for e.g. negotiation skills
Accountabilities & Responsibilities:
1. Health and Safety Compliance:
Ensure all contracting activities integrate Health, Safety, Security, and Environment (HSSE) standards, making sure contractors comply with statutory and organizational safety requirements, with support and advices from HSSE department.
2. Develop the fast and efficiency way to deliver various type of contracts (such as Frame Contracts, Service Agreements) in full compliance with BFI policies, processes, and procedures.
3. Proactively engage with Contract Holders to anticipate upcoming requirements, streamline contracting activities, and effectively manage team workload and priorities.
4. Provide comprehensive services to Contract Holders throughout the entire contract lifecycle, including strategic support, preparation of Expressions of Interest (EOIs) and tenders, tender evaluations, contract awards, and post-award management, covering contract performance reviews, variations, and contract closure.
5. Ensure all contracting activities are thoroughly documented to maintain an auditable trail of records and activity trails.
6. Effectively coach and transfer CP skills (for e.g. negotiation skills) and experience to develop and grow other SCM Team members on regular basis.
7. Provide support to other SCM teams (i.e. Procurement, Governance and Inventory) where necessary.
8. Promote initiatives aimed at continuously improving contracting processes, promoting efficiency and compliance across the department and the organization.
Qualification
- Bachelor's Degree: A degree in a relevant field such as Supply Chain Management, Quantity Surveying, Business Administration, Engineering, or a related field. Chartered Institute of Procurement & Supply (CIPS) or equivalent will be an advantage.
Experience

Minimum 20 years of Contracting and Procurement (CP) experience in the O&G and/or Petrochemical industries, with at least 10 years as a team lead. CP Experience should cover development of Frame contracts and contracts for major projects, Plant/facilities maintenance and Technical Services.

Knowledge in Technical and Plant Operations and Maintenance will be an advantage.

Supplier Relationship Management: Strong skills in managing supplier relationships, including negotiation, performance evaluation, and fostering partnerships to ensure on time delivery/completion of services with competitive commercial terms.

Risk Management: Ability to identify, assess, and mitigate risks associated with sourcing materials and services, ensuring continuity of supply/services and compliance with Health, Safety, Security, and Environment (HSSE) standards.

Negotiation Skills: Proficient in negotiating favorable terms and conditions with Bidders/Contractors, ensuring value for money and fostering mutually beneficial relationships.
